What decided it
The proposals would not cause substantial harm to the openness of the Green Belt as they would result in a less densely developed, more open and spacious site compared to the existing situation, thereby falling within exception 154(g) of the Framework and not constituting inappropriate development.
The significant benefit of providing four or five new dwellings towards housing supply, combined with modest economic benefits and effective use of previously developed land, outweighed the moderate harm of not meeting all three 'Golden Rules' (affordable housing and public green space), with the presumption in favour of sustainable development applied under paragraph 11(d) of the Framework.
