What decided it

The very significant shortfall in Gypsy and Traveller pitch supply combined with the appellant family's personal circumstances, particularly the best interests of the child in completing primary school, amounted to very special circumstances justifying a temporary permission despite Green Belt/Local Green Space harm.

The harm from inappropriate development and loss of Local Green Space/recreational use would not be clearly outweighed by other considerations for a permanent permission, but a temporary 3-year permission limited that harm and was found justified by very special circumstances (pitch need, lack of alternatives, and the child's best interests), tipping the balance in favour of allowing the appeal on a temporary basis.
