What decided it

The proposal is located outside the settlement boundary in the countryside where new housing is restricted by the development plan, and it would unacceptably erode the rural character and appearance of the area by extending built form into open countryside.

The limited housing benefit of a single dwelling was insufficient to outweigh the clear harm to character and appearance and the conflict with the development plan's spatial strategy for directing development to settlements.
