What decided it
The location fails to accord with the Council's housing strategy which requires development to be in sustainable locations with access to services and facilities, and the benefits of the scheme do not outweigh this fundamental conflict with the development plan.
The environmental and economic benefits of the scheme, afforded moderate and limited weight respectively, do not outweigh the significant harm caused by locating housing contrary to the housing strategy in an unsustainable countryside location with poor access to services and facilities and dependence on private car use.
