The less than substantial harm to the significance of the listed building could not be outweighed by the public benefits of three new homes, construction jobs, and future occupiers' local spend; moreover, the application of policies in the Framework that protect heritage assets provided strong reasons for refusal notwithstanding the Council's inability to demonstrate a five-year housing land supply.
