What decided it
The proposal fails to meet the exceptional circumstances test in NPPF paragraph 190 for major development in the High Weald National Landscape, as it would cause spatial and visual landscape harm and would not conserve or enhance the landscape, providing a strong reason for refusal under paragraph 11(d)(i) that outweighs the housing benefits.
whilst the scheme would have benefits in terms of delivering market and affordable housing in a reasonably accessible location, the policies of the Framework provide a strong reason for refusing the development, and the appeal is dismissed without need to weigh identified harms against benefits
