What decided it

The small-scale benefits of housing supply and economic benefits from construction, in the context of the Council's inability to demonstrate a five-year housing land supply, were not outweighed by any identified harms, as no policies protecting areas or assets of particular importance were engaged and no adverse impacts would significantly and demonstrably outweigh the benefits.
