What decided it
The absence of any identified harm to the character, appearance or heritage significance of the area, or to great crested newts, meant that policy conflicts on scale and location were outweighed by the benefits of the scheme.
Notwithstanding conflict with the development plan on scale and settlement distribution, the lack of identified harm to character, heritage and ecology, together with the housing, affordable housing, self-build and community hub benefits secured by the S106, meant material considerations indicated the appeal should be allowed.
