What decided it

The proposal's location on a site allocated for employment purposes, where no reasonable prospect of non-delivery for employment uses has been demonstrated, conflicts with the spatial strategy of the development plan and this conflict outweighs the modest housing benefits in the planning balance.

The modest housing benefits and economic/social benefits of construction and occupation were outweighed by the significant harm of conflicting with the spatial strategy of the development plan by locating residential development on an allocated employment site.
