What decided it

The failure to submit the minimum information required to demonstrate that biodiversity net gain could be secured, combined with the inability to enforce self-build status through a planning obligation or condition, meant the development would have an unacceptable effect on biodiversity that outweighed the modest housing benefits.

The modest benefits of providing one dwelling in a sustainable location were significantly and demonstrably outweighed by the important adverse effects of failing to meet mandatory biodiversity net gain requirements and not securing a well-designed place.
