What decided it

The significant harm to character and appearance caused by introducing built development into an important open visual gap and transition between the settlement and countryside outweighed the modest benefits of housing delivery, economic activity, and environmental enhancements.

The modest benefits of the scheme in terms of housing supply, economic benefits, and environmental enhancements did not significantly and demonstrably outweigh the significant harm to character and appearance and conflict with the development plan when assessed against the policies in the Framework taken as a whole, despite the engagement of paragraph 11 due to the lack of a five-year housing land supply.
