What decided it

The hedgerow removal and reduction in height, while resulting in some increased visibility of commercial buildings, would not have a materially harmful impact on the character and appearance of the area as the views would be oblique and fleeting, consistent with existing entrances, and the southern hedgerow would continue to buffer the rural character beyond.
