What decided it

The appellant's failure to demonstrate that the development would be suitably drained, resulting in conflict with Policy W DM3 and an increased risk of environmental harm from sewer flooding and discharges.

The substantial harm arising from the inadequately evidenced and unsustainable drainage strategy significantly and demonstrably outweighed the modest benefits of housing delivery, affordable housing contribution and other considerations, even applying significant weight to those benefits.
