The importance of good design and locating development where future occupiers will have meaningful access to more sustainable transport overwhelms the provision of an extra windfall self-build unit.

Although there is considerable support for new housing and the Council lacks a five-year housing land supply, the adverse impacts of the proposal in terms of harm to character and appearance and unsustainable location significantly and demonstrably outweigh the limited benefits of a single self-build dwelling, such that the presumption in favour of sustainable development does not apply.
