What decided it

The cumulative harm from conflicts with the spatial strategy, flood risk policies, conservation area protection, housing mix requirements, and privacy concerns, combined with the absence of sufficient public benefits to outweigh these harms, justified dismissal.

The modest public benefits of housing delivery during a five-year supply shortfall and economic benefits were outweighed by the great weight afforded to conservation area harm, the conflicts with the spatial strategy and flood risk policies, and the other identified harms.
