The less than substantial but significant harm to the conservation area, coupled with substantial harm to highway safety and moderate harm to future occupiers' living conditions, outweighed the public benefits of housing delivery and self-build provision, particularly given the strong presumption against development that would fail to preserve or enhance the character or appearance of a conservation area.
The less than substantial harm to the conservation area (towards the upper end of the scale) and substantial harm to highway safety were not outweighed by the moderate public benefits of housing delivery, self-build provision and economic benefits; the conflict with the development plan as a whole was not overcome by material considerations.
