What decided it

The less than substantial but significant harm to the conservation area, coupled with substantial harm to highway safety and moderate harm to future occupiers' living conditions, outweighed the public benefits and was sufficient to dismiss the appeal despite the Council's housing land supply shortfall.

The less than substantial harm to the conservation area (towards the upper end of the scale) and substantial harm to highway safety were weighed against the moderate public benefits of housing delivery, self-build provision and economic benefits; the harm was not outweighed by the benefits, and the conflict with the development plan as a whole was decisive.
