What decided it
The proposal failed to meet the criteria in paragraph 155(a) of the Framework because it would fundamentally undermine the purposes of the remaining Green Belt across the plan area by appearing as encroachment of urban development into the countryside.
The substantial harm to the Green Belt, harm to openness, and harm to character and appearance were not clearly outweighed by the limited benefits of modest housing supply, short-term economic benefits, and improved biodiversity, such that very special circumstances do not exist.
