What decided it

The Council's inability to demonstrate a five-year supply of deliverable housing sites (4.85 years) combined with the site's location within the village, the limited quantum of development, and the sustainability of the location, together with the securing of self-build housing and SAC mitigation through unilateral undertakings, justified allowing the appeal.

The benefits of delivering three self-build homes in a sustainable location within a village, in the context of unmet housing need, outweighed the limited encroachment into open land and the proposal's conflict with Framework paragraphs 154(e) and (g), particularly given the mitigation secured for SAC impacts and the containment of development by existing field boundaries and vegetation.
