What decided it

The serious lack of privacy for the ground floor flat occupiers, whose only light, air and outlook would be directly onto a narrow passageway used by other residents, was sufficiently compelling to outweigh the housing supply benefits.

The benefits of marginally increasing housing units and making efficient use of an existing building were significantly and demonstrably outweighed by the adverse impacts on living conditions and privacy for future occupiers of the ground floor flat
