What decided it

The existence of an extant permission for a similar-sized garage on the same footprint provided a viable and realistic fallback, and the proposed ancillary accommodation was functionally linked to the main dwelling through the shared garage and drive, making it part of the existing dwelling rather than a separate planning unit.
