The proposed development's mock classical design and complex roof arrangement would be visually prominent and significantly at odds with the simple fenestration and roofscape of the conservation area, and the public benefits of housing delivery and economic gain did not outweigh the less than substantial harm to the significance of the designated heritage asset.
