The less than substantial harm to the character and appearance of the conservation area, to which great weight must be attached under paragraph 212 of the Framework, outweighs the moderate public benefits of the proposal and provides a strong reason for refusal that disengages the presumption in favour of development under paragraph 11.
The benefits of housing delivery and self-build provision, to which moderate weight was attached, were outweighed by the less than substantial harm to the conservation area, to which great weight was attached, resulting in the heritage balance and overall planning balance falling against the scheme
