The intensification from a 6-person C4 HMO to 8 or 9 independent occupants in a closely-spaced residential cul-de-sac would result in unacceptable levels of noise, activity and disturbance to neighbouring occupiers and harm to the character of the area, which cannot be justified by the housing and economic benefits.
