The unacceptable harm to the character and appearance of the area, caused by the proposal filling an important visual gap and creating ribbon-like development contrary to the existing spacious, sporadic pattern of dwellings, outweighed the modest housing benefits.

The adverse impacts of the development, particularly the unacceptable harm to character and appearance, significantly and demonstrably outweighed the modest benefits of a single dwelling's contribution to housing supply, such that the presumption in favour of sustainable development did not apply despite the shortfall in five-year housing land supply.
