What decided it

The evidence that RPI-indexed affordable rents were now similar to or higher than market rents, with no indication this would change, meant the obligation no longer served a useful purpose.

The identified need for affordable housing on the Leeds Housing Register was outweighed by the evidence that removal of the obligation would not be harmful, as the affordable units were priced similarly to or more expensively than market units.
