What decided it
The marked harm to the character and appearance of the rural area caused by the dwelling's excessive height, bulk and form relative to its surroundings, which would significantly and demonstrably outweigh the limited housing and economic benefits even under the tilted balance.
The limited benefits of housing supply contribution, self-build provision and economic benefits were significantly and demonstrably outweighed by the marked harm to character and appearance contrary to Policies DES4 and GBR2 and Framework principles on design quality and local character, resulting in dismissal despite the Council's inability to demonstrate a five-year housing land supply.
