The harmful effect on highway and pedestrian safety arising from the constrained site layout, narrow access, limited visibility, inadequate turning space and non-compliant parking provision, which would result in vehicles reversing onto the public highway and conflicts between vehicles and pedestrians on an already heavily trafficked road.
