What decided it
The failure to satisfy the sequential test for flood risk, combined with the site's location outside the Council's development strategy, provides a strong reason for refusal under paragraph 11(d) of the Framework that outweighs the benefits of housing delivery in the context of a shortfall in five-year supply.
The conflict with Policies LP2 and LP10 was afforded moderate weight given the lack of five-year housing supply, but the conflict with Policy LP5 on the sequential test was afforded significant weight as it is consistent with Framework paragraph 174; the flood risk policies provide a strong reason for refusal that outweighs the modest benefits of one additional dwelling and limited biodiversity enhancements.
