The unjustified demolition of The Fields as a non-designated heritage asset and the resulting harm to the character and appearance of the conservation area, which outweighed the modest public benefits of the scheme.

The modest public benefits of housing delivery, economic activity and biodiversity improvement did not outweigh the less than substantial harm (towards the upper end of the spectrum) to the NDHA and conservation area.
