The modest benefits of housing supply, economic benefits from construction and occupation, biodiversity net gain, and a proposed off-road footpath were significantly and demonstrably outweighed by the substantial harm to character and appearance and potentially unacceptable highway safety impacts, resulting in the proposal not representing sustainable development under paragraph 11d) of the Framework.
