What decided it
The unacceptable harm to the character and appearance of the area through backland development that would be visually dominant, awkward and cramped relative to the surrounding pattern of development, which would significantly outweigh the limited housing and environmental benefits of the proposal.
The significant harm to character and appearance, given substantial weight in accordance with Framework paragraph 232 and the development plan policies requiring high-quality design sympathetic to local character, outweighed the limited benefits of housing delivery (limited weight), moderate environmental benefits, and limited economic benefits.
