Main issues, as the Inspector framed them
- Whether the site is suitable for residential development, having regard to its location, the proposed land use and the amount of development
What decided it
The Council's inability to demonstrate a five-year housing land supply, triggering the presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework, meant that the benefits of delivering four dwellings in a district with significant housing shortfall outweighed the moderate harms of locational conflict with Policy LP10.
The moderate harms from conflict with Policy LP10 and locational sustainability tensions do not significantly and demonstrably outweigh the benefits of delivering up to four additional dwellings in a district with a recognised shortfall in housing supply (3.88-year supply), particularly given the site's good relationship with the existing village and accessibility to services in neighbouring settlements.
