The conflicts with the development plan's housing strategy and accessibility requirements, and the limited adverse impacts from countryside encroachment and reliance on private motor vehicles, were outweighed by the benefits of contributing to housing land supply in circumstances where the Council could only demonstrate 3.94 years' supply.
