What decided it

The significant and harmful urbanising incursion of residential development into the countryside through backland development, which would not be mitigated by landscaping measures and would conflict with the development plan, outweighed the moderate benefits of housing supply when assessed under the tilted balance.

The benefits of housing supply and economic contribution (moderate weight) were significantly and demonstrably outweighed by the adverse impacts of significant harm to character and appearance and loss of Best and Most Versatile Agricultural land.
