What decided it

The harm to the rural character and appearance of the area from the removal of hedgerow to create visibility splays significantly and demonstrably outweighs the benefits of the proposed dwelling, including housing delivery, when assessed against the Framework taken as a whole.

The benefits of housing delivery and support for rural services were outweighed by the significant harm to character and appearance and conflict with the development plan's settlement strategy, such that the Framework's presumption in favour of sustainable development did not apply.
