What decided it

The lack of sufficiently detailed drawings to enable the Inspector to reach definitive conclusions about the precise location, size and appearance of the proposed works meant that harm to the conservation area and heritage assets could not be ruled out, and the modest public benefits could not outweigh this harm.

The modest public benefits from improved sustainability and improved living conditions were insufficient to outweigh the less than substantial harm to the character and appearance of the area, Glatton Hall and the conservation area.
