Main issues, as the Inspector framed them

  • Whether the proposed development would comply with the development plan provisions in respect of Houses in Multiple Occupation, with particular regard to the supply of housing suitable for single-family occupation

What decided it

The property's original gross internal floor area of approximately 110m² falls below the 120m² threshold in Policy DM17(a), and the conversion would result in the loss of a property suitable for family occupation, which the development plan prioritises over HMO provision.

Applying Policy S4, the adverse effects of conflicting with the Framework's aim of meeting evidenced accommodation needs of the community (by removing a family-suitable home) substantially outweigh the benefits of providing HMO accommodation, and the scheme does not benefit from the presumption in favour of sustainable development.
