Main issues, as the Inspector framed them
- Whether the proposed replacement windows would preserve the Grade II listed building of Park House
- Whether the proposal would preserve or enhance the character or appearance of the Colton Conservation Area
What decided it
The moderate to high level of less than substantial harm to the significance of the Grade II listed building and conservation area caused by the loss of authentic traditional windows and their replacement with obviously modern casement windows, which cannot be justified by the limited public benefits of thermal efficiency that could be achieved through less harmful alternatives.
The limited weight of public benefits from improved thermal efficiency and minor security improvements does not outweigh the considerable importance and weight attached to the identified moderate to high level of less than substantial harm to the significance of the designated heritage assets.
