What decided it

The substantial shortfall in on-site parking provision, which would increase parking pressure on surrounding streets and lead to indiscriminate parking on roads and footways, thereby harming highway and pedestrian safety contrary to Local Plan Policy DLP65.

The small economic and employment benefits of utilising an existing building in an accessible location did not outweigh the harm to highway safety identified.
