Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area
  • whether the proposal would be inappropriate development in the Green Belt, having regard to the Framework and relevant development plan policies

What decided it

The proposal would fail to positively integrate with its surroundings, resulting in substantial conflict with Framework policy DP3(1), which when weighed against the limited benefits of the scheme meant the presumption in favour of sustainable development under policy S5 did not indicate permission should be granted.

The modest benefits of the proposal (short-term economic benefits, some environmental benefits, and moderate weight to family care and equality considerations) were substantially outweighed by the substantial weight attached to the conflict with Framework policy DP3(1) on integration with surroundings and the considerable harm to character and appearance.
