What decided it

The temporary nature of the display combined with the fallback position of a blank shroud having a broadly similar or more conspicuous effect meant that on balance the limited harm identified was outweighed by the benefits of the 1:1 image maintaining the appearance of the building during works.

The limited harm to the character and appearance of the Soho Conservation Area and visual amenity from the upper-floor advertisement inset was outweighed by the benefits of the 1:1 facsimile image maintaining the building's appearance during temporary works and the comparable or greater visual impact of the fallback blank shroud position.
