Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and relevant development plan policies
- the effect of the proposal on the openness of the Green Belt
- whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations, so as to amount to the very special circumstances required to justify the proposal
What decided it
The cumulative effect of the proposed carport, when added to previous extensions, would result in a disproportionate increase in the size of the original building, failing to meet the Framework exception for extensions in the Green Belt, and no other considerations were advanced to clearly outweigh the resulting harm.
The harm to the Green Belt by reason of inappropriateness and loss of openness was not clearly outweighed by any other considerations, and the very special circumstances test was not satisfied.
