The scale and siting of the proposed advertisement would harm the character and appearance of the Grade II listed building and the St James's Conservation Area, and this harm is not outweighed by any material considerations.

The harm to amenity and heritage character resulting from the scale and siting of the proposed advertisement outweighs the appellant's contention that it is necessary to unlock funding for building works, as no mechanism exists to ensure the revenue would be used for repairs and the scale has not been demonstrated to be the minimum necessary.
