Main issues, as the Inspector framed them
- the effect on the character and appearance of the area
- the accessibility of the establishment for all users
What decided it
The proposal fails to provide suitable access to the premises for all users, conflicting with Policy DP3(2) of the Framework and the development plan's accessibility requirements, and this cannot be remedied by condition without significant change to the proposal.
Although the proposal would have an acceptable appearance and bring substantial economic benefits to the hospitality offering, the failure to provide suitable access for all users, which could be improved without significant prejudice to the operation of the premises, outweighs these benefits and conflicts with the design expectations of the development plan and the Framework.
