Main issues, as the Inspector framed them

  • the effect of the proposed development on the character and appearance of the appeal building and the local street scene to which it belongs

What decided it

The substantial harm to the character and appearance of Beech Court and the local street scene substantially outweighed the benefits of the additional homes, applying Policy S4 of the Framework.

The benefits of four three-bedroom flats adding to family-sized accommodation supply and the reuse of airspace above an existing building were given significant and moderate weight respectively, with modest support from accessibility and sustainable construction; however, the adverse effects of substantial harm to character and appearance substantially outweighed these benefits under Policy S4 of the Framework.
