- The main issue is whether the harm to the Green Belt by reason of inappropriateness, and any other harm resulting from the caravan site, is clearly outweighed by other considerations to provide the very special circumstances necessary to justify the development.
What decided it
The shortfall in a five-year supply of deliverable traveller sites, combined with the best interests of the children, provided very significant weight sufficient to clearly outweigh the Green Belt and flood risk harm on a temporary, but not permanent, basis.
The substantial Green Belt harm and significant flood risk harm were not clearly outweighed by other considerations on a permanent basis, but when re-weighted for a temporary four-year period the totality of harm was clearly outweighed by the pressing need for traveller sites and the children's best interests, justifying temporary planning permission.
