The substantial harm to the Green Belt by reason of inappropriateness and loss of openness, together with lesser identified harms, was clearly outweighed by the substantial weight afforded to traveller site need/supply and the very significant weight given to personal circumstances, so that very special circumstances were found to exist justifying the development.
