What decided it

The considerable harm to highway safety arising from a substandard visibility splay at the sole vehicular access, to which substantial weight was attached, outweighed the benefits of the scheme.

The significant weight given to the benefits of housing delivery, affordable housing, and moderate weight to other social, economic and environmental benefits, were significantly and demonstrably outweighed by the substantial weight attached to the considerable harm to highway safety, such that the tilted balance under paragraph 11(d)(ii) was not satisfied.
