What decided it

The absence of any marketing to establish whether there is demand for the premises as a hairdresser or other commercial use, combined with the Inspector's finding that the practical challenges to independent commercial use are not insurmountable, meant the proposal could not be justified under policies ED2 and ED12.

No material considerations, including the relationship with the residential portion of Manchester House and the challenges of independent use, were sufficient to outweigh the conflict with the development plan.
